In order to implement the decision-making and deployment of the CPC Central Committee and the State Council, and promote the clean heating work in our province, according to the spirit of the Notice of the National Development and Reform Commission on Printing and Distributing the Policy Opinions on Clean Heating in the Northern Region (17), combined with the actual situation in our province, the relevant matters concerning the price policy of electric heating in our province are hereby notified as follows.

First, domestic electric heating uses electricity. Where central heating and "coal to gas" cannot be covered, "one household, one meter" residents apply for the implementation of electric heating electricity price. If domestic electricity and electric heating electricity are measured separately, domestic electricity will be implemented according to the residential ladder electricity price policy, and electric heating electricity will be implemented according to the residential ladder electricity price standard; If domestic electricity and electric heating electricity are not measured separately, the heating period shall be implemented according to the residential ladder price standard, and other months shall be implemented according to the residential ladder price policy (classified electricity consumption shall be calculated according to the actual number of months of electricity consumption, and electricity consumption less than one month shall be calculated according to one month). For residential electric heating users who voluntarily choose to implement the peak-valley time-of-use electricity price during the heating period, the low-valley heating period is extended by 2 hours, that is, the peak period is from 8: 00 to 20: 00 and the low-valley period is from 20: 00 to 8: 00 the next day. The implementation time is not limited by the annual cycle. The peak-valley electricity price standard and peak-valley time of residential electricity consumption during non-heating period are still implemented according to the current policy.

Two, urban and rural residential areas of electric heating public ancillary facilities. The electricity consumption of residential clean heating facilities such as heating terminals and heat exchange stations in residential areas (excluding electric heating facilities built and operated by third parties) and heat pump technology encouraged by the state shall be implemented in accordance with the residents' comprehensive electricity price policy, and residents' peak-valley time-of-use electricity prices may be selected voluntarily.

Three, non-resident users of electric heating electricity residential electricity price. Non-resident users such as schools and social welfare places build their own electric heating facilities (excluding electric heating facilities built and operated by third parties) in accordance with the residents' comprehensive electricity price policy, and can voluntarily choose the residents' peak-valley time-of-use electricity price.

Fourth, other electric heating electricity. In addition to the above three types of electric heating electricity, other electric heating facilities, which belong to self-built and self-operated users, shall be implemented in accordance with the corresponding electricity price categories of users; Belonging to the third-party construction and operation (including heating enterprises), the industrial and commercial electricity price shall be implemented (where the capacity of the receiving transformer is more than 3 15 KVA, the industrial and commercial two-part electricity price shall be implemented), and the industrial and commercial peak-valley time-of-use electricity price policy may be voluntarily implemented.

Fifth, encourage market-oriented transactions. For electric heating electricity that directly participates in the electricity market transaction and chooses to implement the peak-valley time-of-use price, the transmission and distribution price of the corresponding voltage level shall be implemented in the peak-flat section, and the transmission and distribution price of the valley section shall be implemented at 50% of the transmission and distribution price of the flat section; Those who do not directly participate in the electricity market transactions shall implement the corresponding agent purchase price.

The above provisions shall be implemented according to the electricity consumption of power grid enterprises from June 165438+ 10 to March of the following year from the winter heating period in 2023. If it is inconsistent with the provisions of this notice before, the provisions of this notice shall prevail. If the state has other policies, those provisions shall prevail.
