In order to thoroughly study and implement the spirit of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the 19th National Congress of the Communist Party of China, implement the reform requirements of "simplifying administration, strengthening supervision and improving service" in the State Council, comprehensively improve the intelligent management level of tour guides, and further improve the overall planning and convenience of handling tour guide cards, the Ministry of Culture and Tourism has optimized and improved the application and approval process for electronic tour guide cards on the national tourism supervision service platform (hereinafter referred to as the platform). According to the Tourism Law, the Regulations on the Administration of Tour Guides and the Measures for the Administration of Tour Guides, as well as the relevant requirements of the Ministry of Culture and Tourism to strengthen the construction of tour guides, the relevant matters concerning the electronic tour guide certificate for those who obtained the new tour guide qualification certificate in 20 18 are hereby notified as follows:

1.2065438+Those who newly obtained the tour guide qualification certificate in 2008 will apply for the electronic tour guide certificate from May 7th.

The platform has collected the data information of newly obtained tour guide qualification certificate in 20 18 years. 2018 from may 7th, relevant personnel can apply for an electronic tour guide card through the platform.

Second, the platform process related optimization design

Inform the progress of electronic tour guide card processing by SMS.

In the process of applying for an electronic tour guide card, SMS reminder service will be added in each link, such as confirmation of information of travel agency or tour guide industry organization and acceptance of information by tourism authorities, and SMS notification will be sent to facilitate the applicant to know the application progress at the first time.

(two) the tour guide can submit the application for change of relevant information.

If a tour guide who has obtained an electronic tour guide card needs to change his/her personal information, such as his/her regular practice area, his/her affiliated institution, education level, etc., he/she can submit a one-time change application on the platform, and the competent tourism department will review it together.

Provincial tourism authorities to verify and confirm the tour guide information.

If the qualification certificate information and identity information of individual tour guides are inconsistent with the platform database, which makes it impossible to successfully apply for an electronic tour guide card, the tourism authorities of the province (autonomous region/municipality directly under the Central Government) shall verify the relevant information and explain the applicant's ID number, qualification certificate number, grade, language and other objective information. The platform updates the background data accordingly.

(four) the results of administrative punishment are related to the professional status of tour guides.

According to the provisions of the Tourism Law and the Measures for the Administration of Tour Guides, tour guides who are subject to administrative punishment cannot practice or apply for a tour guide card within a certain period of time. After the tourism authorities upload the information of tour guide punishment through the case handling system, the electronic tour guide card of the punished person will automatically show the revoked status of the tour guide card, and the punishment result will be directly related to the tour guide's practice status.

Third, job requirements

(a) to strengthen the organization and implementation, and actively carry out the electronic guide card.

All localities should attach great importance to and make careful arrangements, organize tour guide industry organizations and travel agencies within their jurisdiction to do a good job in verifying and confirming registration information and labor contract information, and actively promote the examination and approval of electronic tour guides.

(2) Give full play to the advantages of electronic tour guide cards and improve the level of intelligent management.

Please strengthen policy propaganda and law enforcement inspection, and strengthen the dynamic management of tour guides by relying on electronic tour guide cards. A tour guide must carry an electronic tour guide card, wear a tour guide logo and open the "National Tour Guide House" APP in accordance with the Administrative Measures for Tour Guides. Quality supervision and law enforcement staff use the "China Travel Supervision" law enforcement APP to check the electronic tour guide card, verify the identity of the tour guide, verify the itinerary of the tour team, and carry out relevant law enforcement operations.

(three) to strengthen the training of new tour guides, improve the quality and service ability of tour guides.

In accordance with the requirements of the Measures for the Administration of Tour Guides, all localities are requested to strengthen the training of new tour guides in policies and regulations, professional ethics, safety production and emergency response. Supervise tour guide industry organizations and travel agencies to carry out pre-job training for newly registered and newly hired tour guides, promote tour guides to abide by professional ethics, master necessary job skills and civilized guidance ability, and improve their professional quality and service ability.
