Article 2 The research, monitoring, early warning and forecasting, protection, investigation, appraisal and evaluation of lightning disasters and their supervision and management within the administrative region of this province shall abide by these regulations. Article 3 People's governments at or above the county level shall strengthen their leadership over lightning protection, increase investment in lightning protection infrastructure construction, encourage scientific and technological research on lightning protection and the development, popularization and application of new lightning protection products, and improve their lightning protection capabilities. Fourth competent meteorological departments at or above the county level shall be responsible for organizing and managing the lightning protection work within their respective administrative areas; The lightning protection work of counties (cities, districts) without competent meteorological departments shall be undertaken by the competent meteorological departments at the next higher level.

The departments of housing and urban and rural construction, natural resources, emergency management, fire protection, market supervision and management of the people's governments at or above the county level shall, in accordance with their respective responsibilities, do a good job in lightning protection. Article 5 The people's governments at or above the county level and their relevant departments and competent meteorological departments shall, through various forms and channels, strengthen the publicity of lightning protection science knowledge and enhance citizens' awareness of lightning protection. The news media should support and cooperate with the propaganda work of lightning protection science knowledge.

State organs, enterprises and institutions, and village (neighborhood) committees shall, in light of the actual situation, do a good job in publicizing lightning protection knowledge in their own units and regions.

Primary and secondary schools should incorporate lightning protection knowledge into the content of popular science education. Article 6 The competent meteorological departments of provinces, cities divided into districts and autonomous prefectures shall, according to the lightning strike frequency within their respective administrative areas, divide the lightning strike risk grade areas and announce them to the public; Lightning protection guidance should be strengthened in areas with high lightning risk. Seventh competent meteorological departments should strengthen the construction of lightning and lightning disaster monitoring, early warning and forecasting system, and improve the accuracy and timeliness of lightning and lightning disaster monitoring, early warning and forecasting.

Meteorological offices and stations subordinate to the competent meteorological departments shall strengthen the monitoring of lightning and lightning disasters; And through radio, television, newspapers, internet and other media or telephone, mobile phone text messages and other means. , timely release lightning disaster warning information to the society. For sudden lightning disasters, radio, television and other media should broadcast early warning information in time. Eighth buildings, structures, places or facilities, the relevant units shall install lightning protection devices in accordance with the technical standards and norms stipulated by the state:

(1) Places or facilities for producing and storing inflammable and explosive dangerous chemicals;

(2) Important computer information systems, electric power, radio and television, communication facilities and other important public facilities vulnerable to lightning strikes;

(three) the first, second and third types of lightning protection buildings (structures) except for items (1) and (2) in the National Code for Lightning Protection Design of Buildings. Article 9 The construction unit shall conduct lightning strike risk assessment on places or facilities that produce and store inflammable and explosive dangerous chemicals, important material warehouses or major construction projects. The evaluation results serve as the basis for the feasibility demonstration and design of the construction project. Article 10 Except for units engaged in the detection of lightning protection devices for electric power and communication, any unit that applies for the detection of lightning protection devices within the administrative region of this province shall apply to the provincial competent meteorological department according to law and obtain the qualification certificate issued by the competent meteorological department before engaging in the detection of lightning protection devices within the corresponding qualification range. Eleventh lightning protection engineering professional design units shall design in accordance with the technical standards and technical specifications for lightning protection stipulated by the state.

The design of lightning protection devices shall be audited in accordance with the conditions and procedures stipulated by the state. Without audit or unqualified audit, the construction unit shall not carry out lightning protection engineering construction. Twelfth lightning protection engineering construction units shall carry out construction in accordance with the approved design drawings and technical specifications of lightning protection devices.

No unit or individual may change the design of lightning protection device without authorization. Thirteenth lightning protection devices, after completion, should be in accordance with the conditions and procedures prescribed by the state for acceptance. Without completion acceptance or unqualified completion acceptance, it shall not be delivered for use. Fourteenth competent meteorological departments shall not charge any fees for handling administrative licensing matters such as qualification identification, design review and completion acceptance. Fifteenth after the lightning protection device installed in accordance with the provisions of Article 8 of these regulations is put into use, the owner or user of the lightning protection device shall, in accordance with the relevant provisions of the state, entrust a unit with lightning protection device testing qualification to conduct regular testing of the lightning protection device. Units with lightning protection device detection qualification are engaged in lightning protection device detection of electric power, communication and other facilities, and their detection personnel should have professional knowledge in electric power, communication and other related fields.

After the lightning protection device is tested, the lightning protection device testing unit shall issue a test report and be responsible for the test report; If the hidden danger of lightning protection is found in the detection, it shall promptly notify the detected unit to carry out rectification. Sixteenth lightning protection device testing units shall not engage in professional design and construction of lightning protection projects.

The charging standard for lightning protection device detection shall be approved by the competent price department of the provincial people's government and announced to the public.

The competent meteorological department shall, jointly with the relevant administrative departments, strengthen the guidance and supervision over the detection of lightning protection devices.
