Why didn’t Xi’an traffic police push traffic restriction notices?

Because Xi'an still follows the notice of normalized travel restrictions. Restricted traffic time: February 16, 2022 to November 11, 2022, 07:00-20:00 on working days (excluding holidays)

Restricted traffic area: Xi'an City: The area within the Xi'an Ring Expressway is Center, extending southward to the area enclosed by Zhongnan Avenue, Yandu Road, and the north of the Sanxing Expressway connection (not included), east of the Xihan Expressway, and west of the Xizha Expressway. It extends northward to the area south of Xixian North Ring Road (excluding), east of Yanxi Expressway, and west of Xiyu Expressway.

Restriction rules: Motor vehicles with two license plates (including temporary) ending in numbers (if the ending number is an English letter, the last digit of the license plate shall prevail) are restricted to drive every day. On Mondays, 1 and 6 are restricted. Traffic restrictions are 2 and 7 on Tuesday, 3 and 8 on Wednesday, 4 and 9 on Thursday, and 5 and 0 on Friday. Motor vehicles passing through this city's expressways but not exiting the expressways are allowed to pass without taking traffic restriction measures.
