The team members are composed of a township (street) cadre, a village (community) principal, a grid worker and a policeman. They will guarantee the village (community) and enterprises and compact the responsibility to each township (street) and village (community).

The team conducts an investigation on key places such as chemical and pharmaceutical enterprises, vacant factories, idle courtyards and key drug-making equipment at least once a month, forming a horizontal-to-edge and vertical-to-the-end investigation mode, covering all villages and precursor chemical enterprises in the city.

In order to ensure the smooth development of the "four packages and one" work, Zouping Anti-drug Office sent special personnel to the whole city 16 towns (streets) to carry out special training, and gave a comprehensive and detailed explanation on the inspection methods of key places such as poppy inspection, classification of precursor chemicals and idle courtyards. Up to now, more than 4,000 trainings have been organized. At the same time, they make full use of new media such as WeChat and Weibo to carry out extensive anti-drug propaganda, send anti-drug propaganda short messages to mobile phone users in the city, and publish tip-off numbers to create a strong atmosphere in which everyone participates in anti-drug.
