Who should complain about government procurement projects that do not use financial funds?

Government procurement projects that do not use financial funds complain to the financial department at the same level. According to the inquiry of relevant materials, the Measures for Questioning and Complaining about Government Procurement (Order No.94 of the Ministry of Finance) stipulates that if the supplier is dissatisfied with the reply of the purchaser or procurement agency, or if the purchaser or procurement agency fails to reply within the specified time, it may lodge a complaint with the financial department specified in Article 6 of these Measures within 15 working days after the reply expires. That is, supplier complaints are handled by the financial department at the same level according to the budget level of the purchaser.
