What does forced shutdown mean?

(1) Restrict telecommunications users from using their designated services in any way;

(2) Restrict telecommunications users from purchasing their designated telecommunications terminal equipment or refuse telecommunications users to use their own telecommunications terminal equipment that has obtained network access permission;

(3) Violating national regulations, changing tariff standards without authorization or in disguised form, and increasing charging items without authorization or in disguised form;

(4) Rejecting, delaying or suspending payment to telecommunications users without justifiable reasons telecommunications services;

(5) Failure to fulfill publicly made commitments to telecommunications users or making false propaganda that can easily cause misunderstanding;

(6) Using unfair means to make things difficult for telecommunications users or to Telecom users who complained retaliated.
